PROCEDURES IN ISSN APPLICATION AND MAINTENANCE
- Request for information brochure on the ISSN. For Metro Manila serial publishers, secure
it personally from the Bibliographic Services Division (BSD) of The National Library
(TNL). Serial publishers in the regions can write to:

- In actual registration, bring two (2) copies of said
publication's maiden issue (Vol. 1, No. 1). If you have already
produced past issues, you must bring two copies of the next issue
of the serial publication. For non-Metro Manila serial
publishers, send by mail the publication's cover and title page,
including the masthead, or the galleyproofs.
- Secure from the BSD two copies of the Information Sheet
(information on the publisher and serial title).
- Fill up the forms. Leave with the BSD one copy and keep the
other for you own file.
- Submit to a brief interview by designated BSD staff. The
interview focuses on the publisher's address, telephone number and
contact person; publisher's address, telephone number and contact
person; publisher's inputs; and area of specialization.
Take note that the ISSN issued by the BSD is done after:
- Verification against the Philippine Serials registered in
the International Serials Data System : covering the period April
1977-April 1988 / by the Department of Science and Technology
(DOST) if you have already been issued an earlier ISSN
- Evaluation by the BSD staff on whether the serial publication
contains violence themes or is violence-oriented
- Take note that the ISSN always consists of 8 digits, divided
into two parts:
- unique title number (the first seven digits) and
- check digit (last digit which is computer-generated). Be
reminded that the ISSN is assigned to only one serial title and
cannot be changed unless there is a change in the title. The ISSN
assigned to the serial title of a monographic series remains the
same for all the parts or individual volumes of the serial. The
ISSN is closely linked with the serial title such that when the
publication of the serial ceases, its ISSN must never be reused.
- Print the ISSN on the serial publication's top right hand
corner of the front cover preceded always by the letters ISSN.
The ISSN also appears on all issues of a serial and on all
descriptive and promotional literature regarding said serial. If
the ISBN is also applicable, usually for monographic series, the
ISBN and ISSN appear together.
